UK and France to Deploy Forces to the Country should a Peace Agreement is Reached

The London and Paris have signed a declaration of intent concerning the positioning of armed personnel in the nation in the event a peace agreement be struck with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

Following talks with Kyiv's partners in Paris, he indicated that the allies would "create defense centers across Ukraine and build fortified installations for arms and defense matériel" to discourage any subsequent incursion.

The partner countries also proposed that the America would assume leadership in monitoring a halt in hostilities.

The Kremlin has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not commented on this new development.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia presently holds roughly 20% of the country's land.

"This constitutes a crucial element of our vow to support Ukraine for the duration," remarked the UK Prime Minister.

Heads of state and high-ranking officials from the "Partner Group" participated in the recent discussions.

He stated at a combined announcement, Starmer noted: "It paves the way for the juridical structure under which British, French, and partner forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the years ahead."

The UK prime minister also stated that Britain would take part in any American-headed verification of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff stated that "durable defense assurances and substantial reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a central demand made by Kyiv.

Witkoff noted the coalition had "mostly completed" their work on establishing such assurances "so that the people of Ukraine know that when this war ends, it ends for good."

Donald Trump's son-in-law, US President Donald Trump's representative, also participated in the discussions.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's allies had made "considerable progress" at the meeting.

He noted that "comprehensive" safety pledges for Ukraine had been settled upon in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major step forward" had been made in Paris, but qualified that he would only deem efforts to be "adequate" if they resulted in the conclusion of the fighting.

Recently, the Ukrainian leader suggested a peace agreement was "90% ready". Settling the remaining 10% would "determine the outcome of the peace, the future of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of key disagreements for diplomats.
  • Putin has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, rejecting any concession over how to conclude the war.
  • Zelensky has to date rejected surrendering any land, but has suggested that Ukraine could withdraw its troops to an agreed point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The areas form the industrial region of Donbas.

The original US-led 28-point framework that was extensively reported to the media last year was viewed by Kyiv and its EU supporters as being disproportionately favorable in Russia's favor.

This triggered weeks of focused discussions – with all sides trying to amend the document.

Last month, Ukraine presented the US an updated proposal – as well as separate documents detailing possible security guarantees and arrangements for Ukraine's rebuilding, Zelensky added.
