Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are released from various governments. Significant resources is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a capacity enabled by up-to-date information. From observation points, defense planes that had been deployed to counter approaching guided weapons flew past – advanced fighter aircraft delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, sparing the city from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun fired at a aerial vehicle close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's vital need on external assistance – a reliance that European nations are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
